Authorizes the City of Decatur to exercise all redevelopment powers under Georgia's "Redevelopment Powers Law" (Chapter 44 of Title 36, O.C.G.A.) and Article IX, Section II, Paragraph VII(b) of the Georgia Constitution, including creating tax allocation districts, issuing tax allocation bonds, and incurring related obligations.

Requires a local referendum for approval, with the municipal election superintendent conducting the vote on a permissible date no later than the November 2010 general election.

The referendum question asks voters whether to approve the city's authority to exercise redevelopment powers; approval requires more than one-half of votes cast.

If the referendum fails or is not conducted as specified, Section 1 (granting redevelopment powers) does not take effect, and the Act is automatically repealed on January 1 following the election date.

Election costs are borne by the City of Decatur, and the referendum must be advertised once a week for two weeks in the official organ of DeKalb County prior to the vote.
