Licensed firearm carriers in Georgia would be permitted to carry firearms in airport areas not regulated by federal law, in addition to existing allowances for parks, historic sites, recreational areas, and public transportation.

The license renewal process is overhauled by separating it from the initial application process, requiring the probate court to notify license holders at least 90 days before expiration and allowing renewal via a criminal history records check rather than a new fingerprint-based background check.

The waiting period after a forcible misdemeanor conviction before eligibility for a carry license is increased from five years to seven years, and fingerprint requirements on the physical license card are removed in favor of listing the licensee's gender.

A new Code Section 16-11-136 prohibits state or local government officials from seizing, requiring registration of, or restricting possession or carrying of firearms during a declared official state of emergency beyond what existing law already provides.

Individuals whose firearms are seized or whose carry rights are violated during a state of emergency may bring civil actions in court for return of firearms and other relief, with reasonable attorney's fees awarded to the prevailing party.
