Renames Georgia's "Office of Treasury and Fiscal Services" to the "Office of the State Treasurer" and retitles the "director of the Office of Treasury and Fiscal Services" as the "state treasurer," effective July 1, 2010.

The state treasurer continues to be appointed and removed by the State Depository Board, serves in the unclassified service, and must post a $200,000 bond to the state.

The Office of the State Treasurer retains all existing powers and duties, including receiving and safeguarding state moneys, investing state and custodial funds, managing securities, and maintaining accounting records in conformity with generally accepted accounting principles.

Amends over 150 Code sections across multiple titles of the Official Code of Georgia Annotated to conform references throughout state law to the new office and title names.

The Office of the State Treasurer remains assigned for administrative purposes to the Department of Administrative Services, and the state treasurer continues to serve as a member of the Georgia State Financing and Investment Commission.
