Establishes a statewide "Blue Alert" system in Georgia, developed and implemented by the director of the Georgia Bureau of Investigation, to speed apprehension of violent criminals who kill or seriously injure law enforcement officers and to locate missing officers

Allows activation when a suspect who caused the death or serious injury of a peace officer remains unapprehended and poses a serious threat to the public, or when a peace officer goes missing in the line of duty under circumstances warranting concern for their safety

Requires law enforcement agencies to verify activation criteria are met before requesting a Blue Alert and to assess appropriate geographic boundaries based on the suspect's nature and crime circumstances

Directs the GBI director to terminate the alert when the suspect or officer is located, the incident is otherwise resolved, or the alert is no longer an effective tool; law enforcement must notify the director immediately when the situation is resolved

Grants civil liability protection to any entity or individual involved in disseminating a Blue Alert, with an effective date of July 1, 2010
