Requires all contractors and subcontractors on public works contracts in Georgia to register and continuously participate in the federal E-Verify work authorization program for at least six months prior to bidding, with signed notarized affidavits attesting to compliance.

Contractors must notify public employers within five business days of hiring any subcontractor, providing the subcontractor's name, address, E-Verify user identification number, and date of authorization.

Knowingly submitting a false affidavit constitutes a felony under Georgia's falsifying government documents statute (Code Section 16-10-20), while criminally negligent violations are classified as misdemeanors; convicted contractors or subcontractors are barred from public contracts for 12 months.

Public employers must submit annual compliance reports to the state auditor by July 1, and the Commissioner of Labor must conduct at least 100 random audits of contractors per year; noncompliant local governments lose qualified local government status, and state agencies found in violation twice in five years face a 10% reduction in appropriated funds.

Licensed contractors (electrical, plumbing, HVAC, residential, or general) who fail to comply are subject to administrative fines or disciplinary action by their licensing authority; the effective date is December 31, 2010.
