Requires municipal corporations to prepare and publicly release a report detailing plans for extending services (police, fire, garbage collection, street maintenance, water, and sewer) to any area proposed for annexation, applicable to all annexation methods except annexation by Act of the General Assembly

Plans must provide for police protection, fire protection, garbage collection, and street maintenance on the date of annexation at substantially the same level as existing municipal services, and must extend major trunk water mains and sewer outfall lines within 12 months of the annexation's effective date

The service extension report, including maps of present and proposed boundaries and infrastructure as well as financing methods, must be made available to the public at least 14 days before the relevant governing authority vote or public hearing

Affected counties and citizens are granted standing to challenge the feasibility or implementation of the service extension plans in superior court, either before the annexation or within one year after; the burden of proof falls on the municipality

If a court finds the plans are not feasible or not being implemented in a timely manner, it must prohibit the annexation or order deannexation of already-annexed territory; the act takes effect upon the Governor's approval and applies to annexations voted on after that date
