Requires the Georgia Department of Natural Resources to notify county boards of tax assessors and local governing authorities by certified mail whenever FEMA issues new or revised flood elevations on preliminary flood maps for properties in the regulatory floodway or elsewhere in the state

County boards of tax assessors must provide the department with a list of names and addresses of all affected property owners within 40 days of receiving notification

The department must notify each affected property owner within 21 days of receiving the property owner list, informing them of the proposed flood elevation changes and the appeal process; notices to properties in the regulatory floodway must be sent by certified mail, while all other affected owners receive regular mail

All notices must be sent with sufficient time for local governments and property owners to appeal FEMA's determinations through the established process

Failure to receive a required notice does not create an independent basis for appealing new or revised flood elevations outside of FEMA's established appeal process
