Requires all secondhand dealers, pawnbrokers, and mail-in secondhand dealers in Georgia to obtain a state license before selling secondhand goods, with the Georgia Bureau of Investigation (GBI) responsible for reviewing applicants and investigating unlicensed sellers

Directs the GBI to develop and maintain a centralized database (reporting program) of all personal property reported stolen to law enforcement, to be created through a request for proposal process

Prohibits secondhand dealers, mail-in secondhand dealers, and pawnbrokers from selling any secondhand goods without first confirming through the reporting program that the items have not been reported as stolen

Defines key categories of regulated businesses, including fixed-location secondhand dealers, mail-in dealers who buy precious metals or jewelry via the internet/mail/telemarketing, and pawnbrokers

Exempts certain secondhand stores from the broader dealer definition, including nonprofit-run stores and stores specializing in specific goods such as books, clothing, coins, costume jewelry, motor vehicles, and office furniture
