GA SB545

Creates a new Board of Elections and Registration for Turner County, consolidating the powers and duties of the former board of elections, the board of registrars, and the superintendent of elections (previously exercised by the Probate Court judge) into a single three-member board appointed by the county governing authority.

Initial board members serve staggered terms (one for two years, two for four years), with all subsequent terms lasting four years; members must be county residents and registered voters for at least one year, and may not hold elective public office or be salaried county or municipal employees.

Board members who fail to complete mandatory training and pass any required test are immediately terminated and replaced by the appointing authority for the remainder of the unexpired term.

Establishes a full-time elections supervisor position, with the board recommending one to three candidates to the county commissioners, who make the final hiring decision; the supervisor and all elections staff are considered county employees with compensation set by the commissioners.

Repeals the Act creating the former Turner County Board of Elections (approved March 30, 1989) and abolishes the board of registrars upon the Act's effective date, with all records, equipment, and materials transferred to the new board.
