Limits the number of Zell Miller Scholars eligible for additional awards (beyond the standard HOPE scholarship amount) at each eligible public postsecondary institution in Georgia

Requires the Georgia Student Finance Commission to annually apportion the total number of eligible Zell Miller Scholars pro rata across public institutions based on each institution's undergraduate enrollment

Institutions where the number of qualified Zell Miller Scholars exceeds their apportioned cap must select recipients of the additional award by lottery

Zell Miller Scholars at eligible private postsecondary institutions are not subject to the new cap and continue to receive the additional award equal to the difference between the HOPE award amount and the HOPE tuition payment
