Amends the City of Hiram, Georgia charter (originally approved February 27, 1956) to create the position of city manager, appointed by majority vote of the city council for an indefinite term based on executive and administrative qualifications

The city manager serves as chief executive and administrative officer, responsible for directing all city departments, preparing annual operating and capital budgets, acting as purchasing agent, and appointing or removing city employees with council approval

The mayor's role is redefined as chief elected officer with duties limited to presiding over council meetings, voting only in case of a tie, signing authorized documents, and serving as the city's ceremonial head and spokesperson

The city council may remove the city manager with or without cause by adopting a preliminary resolution by majority vote, after which the manager has 5 days to request a public hearing that must occur within 30 days; salary continues until a final removal resolution is adopted

Council members and the mayor are prohibited from giving orders or directions, publicly or privately, to any city employees under the city manager's supervision, except for purposes of inquiries and investigations
