Amends the charter of the City of Duluth, Georgia (originally approved March 25, 1958) to formally change and expand the city's corporate limits by adding a "2012 Addition" to Exhibit A of the charter

Incorporates into the city limits all properties in Gwinnett County annexed by the Mayor and Council of Duluth through 22 separate annexation ordinances approved between June 3, 2003, and January 31, 2012

Enumerates hundreds of specific Gwinnett County tax parcels (as shown on 2011 county tax maps) to be included within the updated corporate boundaries, along with two named properties on North Berkeley Lake Road

Extends the city limits to include all public roads, rights-of-way, and railroad rights-of-way adjacent to the listed parcels, unless those rights-of-way are already within the boundaries of another city

Establishes an official boundary map entitled "Boundary Map of the Corporate Limits of City of Duluth, Georgia as of February 2012" as the definitive reference for the city's updated boundaries
