Creates a new Division of Roofing Contractors within Georgia's State Construction Industry Licensing Board, expanding the board from 27 to 32 members, with 5 new members including 3 roofing contractors, 1 licensed architect or professional engineer, and 1 chief building inspector

Requires all individuals, sole proprietorships, partnerships, LLCs, and corporations to obtain a state license before engaging in roofing contracting, with a one-year grace period after the effective date for compliance

Applicants must pass an examination, demonstrate financial responsibility, carry general liability and workers' compensation insurance, adopt a written safety plan, and may be required to complete up to 4 hours of continuing education per license renewal

Exempts roofing projects with a contract price of $500 or less, homeowners working on their own residences, government facility maintenance staff, farm/ranch building work, and residential/general contractors licensed under Chapter 41 when roofing work is incidental and does not exceed 25% of total project value

Authorizes the board to issue cease and desist orders against unlicensed roofing contractors, with fines up to $500 per day for violations; the Act takes effect only when the legislature specifically appropriates funds for its implementation
