Expands the Brain and Spinal Injury Trust Fund by authorizing additional penalty assessments beyond the existing DUI-related penalties to cover four new offense categories: boating under the influence, reckless driving, operating a motorcycle without protective headgear, and illegally parking in a disabled persons space

Imposes an additional penalty equal to 10 percent of the fine for each of the newly covered offenses (Code Sections 52-7-12, 40-6-390, 40-6-315(a), and 40-6-226)

Proceeds from the additional penalties are designated to fund care and rehabilitative services for Georgia citizens with brain or spinal cord injuries

Effectiveness is contingent on voter ratification of a corresponding constitutional amendment at the November 2012 general election; if not ratified, the Act would stand repealed on January 1, 2013
