GA HB1265

Creates the Macon-Bibb County Community Enhancement Authority as a public body corporate and political subdivision of Georgia, with perpetual existence and the general purpose of eliminating Category IV poverty (census blocks with poverty levels of 40% or higher)

Governed by a five-member board of trustees: a chairperson selected by the Bibb County legislative delegation, two members appointed by the chairperson, and one each appointed by Bibb County and the City of Macon, all serving four-year terms

Grants the authority broad powers including acquiring property by purchase or condemnation, constructing and operating facilities, accepting federal/state/private grants and loans, coordinating multi-level government and private entities, and developing community projects such as blight elimination, affordable housing, parks, and commercial growth

Authorizes the authority to issue tax-exempt revenue bonds with maturities up to 40 years to finance self-liquidating projects, with bonds payable solely from authority revenues and not constituting a debt of Bibb County or the City of Macon

Requires the authority to hold public hearings in each Category IV poverty area where it operates or plans to operate, and mandates a one-year phase-out of involvement in any area that improves beyond the Category IV poverty designation
