HB 1306 – City of Forest Park Charter Amendments

• Amends the City of Forest Park (Clayton County) charter to allow special meetings to be called by the mayor or three councilmembers, with at least 48 hours' personal notice to all other members
• Sets the quorum at three councilmembers plus the presiding officer and requires at least three affirmative votes for adoption of any ordinance, resolution, or motion
• Requires four affirmative votes to override a mayoral veto (within two council meetings of the veto) and four affirmative votes to adopt emergency ordinances, while requiring four councilmember votes to remove an elected officer after an investigative hearing
• Sets the threshold at three affirmative council votes for removing or suspending the city manager, overriding the city manager's suspension of a director, removing board/commission/authority members for cause, and removing municipal court judges for cause
• Revises council qualification provisions to require ward-based councilmembers to reside in their ward at the time of qualifying and throughout their term, while updating language regarding at-large and ward designations
