Incorporates the Town of McIntyre in Wilkinson County, Georgia, under a new charter, repealing the previous charter approved March 30, 1971 (Ga. L. 1971, p. 2370)

Establishes a municipal government consisting of a mayor elected at-large and five aldermen elected by district, all serving four-year terms, with elections held on the first Tuesday after the first Monday in November beginning in 2011

Creates a municipal court with an appointed judge authorized to impose fines up to $1,000 and imprisonment up to 180 days for ordinance violations, with appeals directed to the Superior Court of Wilkinson County

Grants the town broad powers including ad valorem taxation, zoning authority, eminent domain, bond issuance for public improvements, franchise granting, regulation of alcoholic beverages, and authority to establish public works commissions for water, gas, and light systems

Requires candidates for mayor or alderman to be at least 25 years old, a qualified municipal voter, and a town resident for at least one year, with aldermen required to reside in their district for at least six months prior to election
