Creates the Lower Chattahoochee Regional Transportation Authority as a political subdivision of Georgia, serving Stewart, Quitman, and Randolph counties, with perpetual existence and the same tax exemptions granted to cities and counties

Authority governed by seven members: two appointed by each of the three county governing bodies for four-year terms, plus a seventh member chosen by the initial six appointees; members may be removed with or without cause by their appointing body

Empowers the authority to acquire, construct, operate, and maintain transportation facilities and services, including storage facilities, equipment, mining of materials for roadway construction, and purchase of vehicles for transportation service delivery

Authorizes issuance of negotiable revenue bonds maturing up to 40 years from their date, payable solely from project revenues and not constituting a debt or pledge of credit of any of the three counties

Grants the authority tort immunity equivalent to that of the member counties and provides that all legal actions involving the authority must be brought in the Superior Court of Randolph County
