Enacts the Georgia Motor Common and Contract Carrier Act of 2012, establishing a regulatory framework for motor common carriers and contract carriers operating in the state

Expands the scope of regulated transportation beyond "persons or household goods" to include "persons, household goods, property," broadening the categories of cargo subject to carrier regulations

Exempts trucks exclusively transporting agricultural or dairy products between farms, markets, gins, warehouses, or mills from classification as motor common or contract carriers for purposes of venue, except where the Constitution requires otherwise

Adds "or property" to multiple sections of the act (lines 253, 294, 308, 322, 370, and 494) to ensure consistent application of the expanded carrier definitions throughout the legislation

Incorporates a floor amendment by Senator Balfour of the 9th district, which was adopted by the Senate, making the agricultural exemption and property-related expansions part of the final bill
