Authorizes district attorneys and solicitors-general to bring civil actions to enforce penalties under Code Section 40-6-163, relating to vehicles illegally overtaking school buses

Establishes succession procedures when a solicitor-general dies or resigns, designating the chief assistant solicitor-general (or most senior assistant) to serve as acting solicitor-general until a successor is appointed or elected

Creates a new framework allowing municipal governing authorities to establish the office of prosecuting attorney for municipal courts, including provisions for appointment, compensation, oath of office, duties, and authority, with a requirement to notify the Prosecuting Attorneys' Council of Georgia within 30 days of any appointment

Grants municipal courts jurisdiction to try and dispose of cases involving transactions in drug-related objects (Code Section 16-13-32) occurring within city limits, with concurrent jurisdiction alongside county courts and a defendant's right to transfer the case to the county court with general misdemeanor jurisdiction

Permits municipal prosecuting attorneys to be full-time or part-time, prohibits full-time prosecutors from private law practice, and allows part-time prosecutors to practice privately but not in the municipal court or in matters where they have exercised jurisdiction
