Authorizes owners or operators of wheelchair-accessible vehicles for hire to operate across county and municipal lines throughout Georgia, provided they are regulated by at least one county or municipality under existing certificate of public necessity and convenience or medallion requirements

Permits wheelchair-accessible vehicles for hire to operate in jurisdictions that either do not regulate vehicles for hire or that regulate them but have no wheelchair-accessible vehicles registered, and requires operators to notify their regulating jurisdiction of their availability so it can be posted publicly

Allows wheelchair-accessible vehicles for hire to pick up passengers in a destination jurisdiction for a return trip after delivering a wheelchair-using passenger, but limits pickups to only wheelchair users if the destination jurisdiction already has its own registered wheelchair-accessible vehicles for hire

Establishes a graduated penalty structure for violations: a written warning for the first offense, a $500 fine for the second offense, and suspension of the operating certificate or medallion upon subsequent violations following a hearing

Requires regulating jurisdictions to issue distinctive decals for wheelchair-accessible vehicles for hire, requires operators to maintain origin and destination logs available for public review, mandates vehicles be equipped with functioning wheelchair lifts or fold-out ramps, and includes an automatic repeal date of July 1, 2014
