Transfers regulatory authority over elevators, dumbwaiters, escalators, manlifts, moving walks, boilers and pressure vessels, amusement rides, carnival rides, and scaffolding/staging from the Georgia Department of Labor and Commissioner of Labor to the Office of Safety Fire Commissioner and Safety Fire Commissioner

Effective July 1, 2012, all personnel, facilities, equipment, pending proceedings, contracts, and appropriations related to the transferred functions move from the Department of Labor to the Office of Safety Fire Commissioner, with transferred employees retaining their compensation, benefits, and accrued leave

Removes bond requirements previously imposed on chief inspectors ($5,000) and deputy inspectors ($2,000) for boiler and pressure vessel inspection duties

Redesignates the relevant chapters of Title 34 (Labor and Industrial Relations) as new articles under Chapter 15 of Title 25 (Fire Protection and Safety), including the Boiler and Pressure Vessel Safety Act, Amusement Ride Safety Act, Carnival Ride Safety Act, and scaffolding/staging provisions

Retains all existing substantive safety regulations, inspection requirements, fee structures, and enforcement mechanisms (including civil penalties up to $5,000 for amusement and carnival ride violations) while updating cross-references and conforming language throughout the Georgia Code
