Urges Georgia's Environmental Protection Division (EPD) to provide expeditious review and approval of water and wastewater facility plans and permits to help cities and counties remain economically competitive and attract new industry.

Acknowledges that EPD has experienced significant budget decreases over several years and is currently evaluating additional means to expedite permitting while maintaining protection of Georgia's water resources.

Calls on EPD and partner organizations—including the Georgia Association of Water Professionals, Association County Commissioners of Georgia, Georgia Municipal Association, Georgia Engineering Alliance, and American Council of Engineering Companies of Georgia—to collaborate on streamlining state review functions.

Proposes developing a formal process allowing EPD to approve certified engineering reports and design documents submitted by registered professional engineers in lieu of conducting detailed EPD reviews, leveraging engineers' willingness to certify designs at the risk of their licenses.

Directs the Secretary of the Senate to transmit copies of the resolution to all named organizations and to the public and press.
