Authorizes the State Properties Commission to grant nonexclusive easements on state-owned property across 13 counties (Bartow, Bibb, Butts, Chatham, Clinch, Douglas, Gordon, Hall, Houston, McDuffie, Newton, Tattnall, and Ware) for utilities, road projects, restrictive land use, and access purposes.

Grantees include Georgia Power Company, Georgia Department of Transportation, Greystone Power Corporation, Flint EMC, Jackson EMC, Central Georgia Joint Development Authority, Hall County, and private parties (John S. Braddy and L & S Mullis Farms, Inc.).

Easement purposes range from electrical power line installation and road widening/reconstruction projects (SR 36, US 441, I-75/SR 136 interchange, SR 142) to a 527.5-acre restrictive easement near Robins Air Force Base to eliminate incompatible land use, a nuclear plant early warning siren system at Plant Hatch, and farm access roads.

Consideration amounts vary from $10 for most government-to-government easements up to $46,500 for the Georgia Power transmission line easement at the GBI Coastal Regional Crime Lab in Chatham County, which also includes in-kind landscaping and irrigation improvements.

All easement authorizations expire three years after enactment, include reversion clauses upon abandonment, convey no title to grantees, and require the State Properties Commission's approval of final terms and conditions.
