GA HB1089

Prohibits the State Board of Education from adopting and the Department of Education from implementing Common Core standards for English, language arts, and mathematics, and bars use of PARCC or any Common Core-based assessments; voids any prior actions taken to adopt or implement Common Core.

Establishes the State Board of Education as the sole authority for adopting academic content standards and prohibits any state official from joining any consortium or entity that would require the state to cede control over education standards or assessments.

Requires the State Board to hold public hearings in every congressional district and post notice on the Department of Education website and in local newspapers before adopting or revising any statewide academic content standards.

Prohibits requiring any school district or school to use state-adopted academic standards as a condition for operating approval or receiving state funds.

Restricts state education entities from sharing personally identifiable student or teacher data with out-of-state entities, commercial developers, or the U.S. Department of Education except under narrowly defined conditions tied to federal grant compliance, and requires written consent and notification safeguards.
