Creates a Board of Elections and Registration for Bryan County, consolidating the powers and duties of the former superintendent of elections and the former board of registrars into a single three-member board appointed by the Board of Commissioners

Initial appointments must be made no later than July 1, 2014, with staggered initial terms expiring December 31, 2016, and December 31, 2018; subsequent terms are four years each, and no holder of elective public office may serve on the board

Board members receive $60.00 per day for regular service and $10.00 per hour on primary, election, and advance voting days, with all compensation paid from county funds

An elections supervisor, employed by the county governing authority, will direct daily administration of the board's affairs and must not be an active member of any political party; indictment for any felony involving election fraud or moral turpitude results in automatic termination

The board may contract with any municipality in Bryan County to conduct municipal primaries and elections, and the Act became fully effective July 1, 2014, at which point all equipment, records, and facilities were transferred from the prior elections and registration bodies
