Amends the City of Locust Grove charter (Henry County, Georgia) to require candidates for city office to have been a city resident for at least one year prior to qualifying, be an eligible voter, and be a U.S. citizen

Authorizes the city council to assign the mayor full-time (no less than 160 hours/month) or part-time (no less than 80 hours/month) administrative duties over day-to-day city operations, with an annual evaluation each December to determine whether the mayor should serve as administrative head

Prohibits the mayor from vetoing council decisions regarding the hiring, appointment, discipline, or termination of any city employee or appointed officer

Establishes that all city employees and appointed officers serve at the will of the city, and unless otherwise provided by contract or ordinance, appointed officers' terms automatically terminate at midnight of the organizational meeting following an election

Allows the council to appoint a city manager as a full-time administrator if the mayor is not designated for that role, granting the city manager power to terminate or discipline employees except the city attorney, municipal judge, city solicitor, or indigent defense counsel
