GA HB1132

Creates the Gainesville Convention and Visitors Bureau Authority as a public body corporate, political subdivision of Georgia, responsible for promoting tourism, conventions, trade shows, and special events within the City of Gainesville

Board of directors consists of at least 7 members appointed by the mayor and city council, serving 2-year terms (maximum 3 consecutive terms), with required representation from hotels/motels (2), restaurants (1), attractions (2), the Parks and Recreation director (1), and the city manager (1)

Grants the authority power to receive and disburse hotel-motel tax revenues collected by the city, accept federal and state grants, engage in fundraising, purchase advertising, enter into contracts, and provide financial support to governmental and private entities (with city council approval)

Authority properties and income are exempt from all state and local taxes, and the authority holds the same sovereign immunity from tort liability as the State of Georgia

Authority cannot bind the city financially; upon dissolution, all property reverts to the City of Gainesville after full payment of outstanding debts
