Authorizes the creation of one or more community improvement districts (CIDs) within Barrow County and its municipalities to provide governmental services including street construction and maintenance, parks, storm-water and sewage systems, water distribution, public transportation, and parking facilities

Requires activation through a resolution by the relevant governing body (county commission or municipal authority) and written consent from a majority of real property owners representing at least 75% of property value within the proposed district

Each district is governed by a minimum seven-member board, with one member appointed by the Barrow County Board of Commissioners, one by each relevant municipality, three elected by property owner electors, and three elected by equity electors (weighted by assessed property value)

Districts may levy taxes, fees, and assessments only on nonresidential real property, capped at 2.5% of aggregate assessed value, with collection handled by Barrow County or the relevant municipality for a fee of 1% (not exceeding $25,000 per year)

Districts may issue general obligation bonds maturing up to 40 years, incur debt backed by the district's full faith and credit, and may be dissolved upon approval by the governing authority and written consent of two-thirds of property owners representing at least 75% of assessed property value
