Dedicates the portion of State Route 44 from the southern city limits along Whitehall and Mercer Streets to the intersection with US 78 (North Pass) in Washington, Georgia, as the Reverend G. L. Avery Memorial Highway.

Honors Reverend G. L. Avery, a Wilkes County native who co-founded the Wilkes County NAACP branch and served as its president for more than 50 years, and who helped lead school integration efforts in the 1970s.

Recognizes Reverend Avery's 12 years of service on the Washington City Council and his leadership of multiple Baptist churches and missionary Baptist associations across several Georgia counties.

Directs the Georgia Department of Transportation to erect and maintain appropriate signs for the memorial highway.

Authorizes the Clerk of the House of Representatives to transmit copies of the resolution to Reverend Avery's family and the Department of Transportation.
