GA SB241

Creates the "Georgia Leadership and Service Admissions Act," allowing each member of the General Assembly, the Governor, and the Lieutenant Governor to annually designate one eligible student as a "Georgia Leadership and Service Scholar" and provide a written recommendation for university system admissions.

Defines eligible students as Georgia citizens and legal residents who meet the median GPA and entrance exam scores for the preceding fall semester's admitted class at their desired institution and qualify for a HOPE scholarship.

Requires eligible students to apply to a University System of Georgia institution that offers a Reserve Officers' Training Corps (ROTC) program and commit to serving in ROTC for the entirety of their enrollment.

Authorizes each recommending official to establish their own process for receiving and evaluating eligible students for selection.

Amends Article 2 of Chapter 3 of Title 20 of the Official Code of Georgia Annotated, adding a new Part 2A (Code Sections 20-3-88 through 20-3-88.2).
