Authorizes the State Properties Commission to grant nonexclusive easements on state-owned property across 12 Georgia counties (Appling, Barrow, Bibb, Bryan, Fulton, Gordon, Jasper, Laurens, McIntosh, Monroe, Toombs, and Troup) for construction, operation, and maintenance of utilities, facilities, and ingress/egress

Grants easements to multiple entities including Georgia DOT (bridge replacements and road widening), Georgia Power Company (underground electrical lines), Walton EMC, Central Georgia EMC, Comcast (fiber optic cable), City of Atlanta (water meter), City of Dublin (natural gas regulator), City of Forsyth (electric conduit and road improvements), City of West Point (overhead power line), Wide Open West LLC (telecommunications), and TOJV LLC (Omni Hotel Connector at Georgia World Congress Center)

Consideration for most easements is $10.00 for public-purpose projects, with notable exceptions including fair market value (not less than $36,350.00) for the TOJV/Omni Hotel Connector, $650.00 each for Central Georgia EMC, Georgia Power (Troup County), and Wide Open West easements, and fair market value for the Comcast easement

Easements were requested or approved by the Department of Corrections, Department of Defense, Department of Economic Development, Department of Natural Resources, Technical College System of Georgia, Georgia World Congress Center Authority, and State Properties Commission

All easement authorizations expire three years after enactment, include reversion clauses upon abandonment of use, and convey no title to grantees—with the state retaining all rights not inconsistent with the granted easements
