Requires the board overseeing the state employees' health insurance plan to annually commission an independent entity to audit the claims processing of pharmacy benefits managers (PBMs) contracted to handle pharmacy claims

Mandates that contracted PBMs make all claim forms and other records available to the independent auditing entity, notwithstanding existing confidentiality provisions under Code Section 45-18-19

Bars any PBM that refuses to provide records for the audit from eligibility to contract with the board for pharmacy claims processing under the state health insurance plan

Amends Article 1 of Chapter 18 of Title 45 of the Official Code of Georgia Annotated by adding new Code Section 45-18-6.1
