GA HB1004

Requires all maps, plats, and plans filed with the clerk of superior court to be submitted as electronic images in conformance with specifications set by the Georgia Superior Court Clerks' Cooperative Authority, replacing prior requirements for physical copies and reproductions

Establishes detailed caption requirements for each map, plat, or plan page, including county, municipality, property owners, subdivision or condominium name, land districts and lots, surveyor information, and preparation date

Mandates that registered land surveyors certify on each filing that the map, plat, or plan has been approved by all applicable planning commissions or governing authorities, or that those bodies have affirmed in writing that approval is not required; fraudulent certification constitutes a misdemeanor

Requires clerks of superior court to provide a public computer terminal with access to the Georgia Superior Court Clerks' Cooperative Authority's electronic filing portal and to maintain an electronic, computer-based indexing system for all recorded maps, plats, and plans

Effective date of January 1, 2017, amending Titles 15 and 44 of the Official Code of Georgia Annotated to modernize recording procedures for real estate instruments, condominium filings, and land registration proceedings
