GA HB1060

Creates the "Georgia Firearms Industry Nondiscrimination Act," prohibiting banks, credit unions, and other financial institutions from refusing or terminating financial services to persons or trade associations solely because they are engaged in the lawful commerce of firearms or ammunition, with civil penalties up to $10,000 per violation enforceable by the Attorney General.

Allows new Georgia residents who hold a valid weapons carry license from a reciprocal state to carry a weapon for 90 days after establishing residency while they apply for a Georgia weapons carry license.

Authorizes certain retired law enforcement officers with at least 10 years of aggregate service, good standing separation, and a retired officer identification card from the Georgia Peace Officer Standards and Training Council to carry a handgun anywhere in the state; also clarifies that active and retired law enforcement officers may carry in courthouses, subject to sheriff security screening procedures.

Replaces the automatic five-year purge of involuntary hospitalization records from the Georgia Crime Information Center with a judicial petition process, requiring a court hearing where the petitioner must show by a preponderance of evidence they are not a danger to themselves or public safety before records are purged.

Provides civil immunity for firearm instructors who lawfully train persons in the safe, proper, or technical use of a firearm, shielding them from liability for injuries caused by a trainee's failure to use the firearm properly or lawfully.
