GA HB1122

Creates a Board of Elections and Registration for Oglethorpe County, consolidating the powers and duties previously held by the Probate Court judge (as election superintendent) and the Board of Registrars into a single three-member board appointed by the Board of Commissioners, effective January 1, 2017.

Initial board members shall be the current members of the Board of Registrars; the board will elect its own chairperson, vice chairperson, and secretary, and will select an elections supervisor to direct day-to-day administration of elections and voter registration.

Board members must be county electors and residents, may not hold elective public office, are eligible for successive terms, and may be removed by the commissioners for cause after notice and hearing.

Authorizes the board to conduct municipal elections and primaries under contract with municipalities, expend public funds for nonpartisan voter education materials, and adopt its own bylaws and procedural rules consistent with state law.

Compensation for board members, the elections supervisor, and staff is set by the commissioners and paid from county funds; the commissioners are also responsible for providing offices, equipment, and supplies.
