Reconstitutes the Ocilla-Irwin County Industrial Development Authority as a six-member body corporate and politic, succeeding the former Authority originally created by a 1964 constitutional amendment, with three members appointed by the Irwin County commission chairperson and three by the mayor of the City of Ocilla

Grants the Authority broad powers including acquiring and disposing of property, issuing revenue anticipation bonds, entering contracts, and constructing or improving projects to promote new industry and expand existing trade and commerce within Irwin County

Authorizes both Irwin County and the City of Ocilla to each levy an annual ad valorem tax not to exceed two mills per dollar on assessed valuation within their respective jurisdictions to fund industrial promotion and economic development

Provides the Authority with the same tax immunity and tort liability protections as the State of Georgia, places no limit on Authority debt, and specifies that Authority debts are not obligations of the state, county, or city

Requires a referendum on the Tuesday following the first Monday in November 2016 for Irwin County voters to approve or reject the Act; if approved by majority vote, the Act takes full effect December 31, 2016, and the prior constitutional amendment creating the original Authority is repealed
