Establishes an alternative distribution method for ESPLOST V net proceeds (from the November 3, 2015 referendum) among Hall County School District, Gainesville City School District, and Buford City School District

Allocates the first $3.2 million of proceeds (after the 1% state treasury deposit) to Buford City School District; all remaining proceeds are then split between Hall County and Gainesville City school districts based on their relative student enrollment ratios

Requires a mid-collection reconciliation using FTE counts to determine whether Buford City School District's share based on actual enrollment would exceed $1.6 million, with Hall County School District paying any additional balance owed and receiving proportionate reimbursement from Gainesville City School District

Buford City School District is not required to reimburse any portion of the original $3.2 million distribution, even if its enrollment-based share would have been lower

Act takes effect upon the Governor's approval, applies to all distributions by the Georgia Department of Revenue on or after that date, and automatically repeals upon completion of ESPLOST V proceeds distribution
