Enacts the "Uniform Adult Guardianship and Conservatorship Proceedings Jurisdiction Act" as Chapter 11 of Title 29 of the Georgia Code, establishing rules for determining which state has jurisdiction over adult guardianship and conservatorship proceedings, with primary jurisdiction given to the respondent's "home state" (where they were physically present for at least 6 consecutive months)

Authorizes Georgia courts to exercise special jurisdiction to appoint an emergency guardian for up to 90 days for a respondent physically present in the state, or to issue conservatorship orders over real or tangible personal property located in Georgia, even when Georgia is not the home state

Establishes procedures for transferring existing guardianships and conservatorships between states, requiring provisional and final court orders in both the transferring and receiving states, with the receiving court required to determine within 90 days whether the arrangement needs modification to conform to local law

Allows guardians and conservators appointed in other states that have adopted the same uniform act to register their orders in Georgia as foreign judgments and exercise all powers authorized in their appointment orders, except as prohibited by Georgia law

Applies to guardianship and conservatorship proceedings begun on or after July 1, 2016, and repeals prior Georgia provisions governing procedure and transfer of guardianships and conservatorships
