Proposes an amendment to the Georgia Constitution (Article VIII, Section IV, Paragraph I) authorizing the General Assembly to cap annual tuition and student fee increases at University System of Georgia institutions at the rate of inflation, as measured by the U.S. Consumer Price Index compiled by the U.S. Department of Labor.

Allows the General Assembly to establish exceptions and conditions to the tuition cap, including individualized waivers for a particular academic year granted by the Senate Higher Education Committee and the Appropriations Subcommittee of the House Committee on Higher Education.

Requires the proposed amendment to be submitted to Georgia voters for ratification or rejection on a statewide ballot.
