Dedicates the portion of U.S. Highway 22/State Route 31 from the intersection of State Route 11 and State Route 31 in Lakeland to the intersection of State Route 7 and State Route 31 in Valdosta, Lowndes County, as the James Slaton "Jay" Shaw Memorial Highway.

Honors Mr. Shaw's 17 years of service in the Georgia House of Representatives representing House District 176, where he chaired the community health subcommittee of the House Committee on Appropriations.

Recognizes his 10 years as mayor of Lakeland, his service on the State Transportation Board from 2010 to 2015 (including as chairman in 2013), and his work advancing rural healthcare and improving Georgia's transportation system.

Directs the Georgia Department of Transportation to erect and maintain appropriate signs dedicating the memorial highway.
