Comprehensively revises the charter of the City of Gordon in Wilkinson County, Georgia, replacing Articles I through VII of the original 1988 charter

Establishes a governing authority consisting of a mayor and six councilmembers, all elected at-large in nonpartisan elections by plurality vote, serving four-year terms, with candidates required to be at least 25 years old and city residents for 12 months

Designates the mayor as chief executive officer with veto power over ordinances (overridable by unanimous council vote), authority to appoint and remove officers with council confirmation, and responsibility for preparing the annual operating and capital budgets

Creates a Municipal Court with jurisdiction over charter violations, city ordinances, and misdemeanor state offenses (with defendant consent), with authority to impose fines up to $1,000 and imprisonment up to 90 days; judges must be at least 21 years old and members of the State Bar of Georgia

Establishes comprehensive financial provisions including ad valorem taxation authority, bonding power, franchise authority (limited to 35-year terms), mandatory annual independent audits, and a requirement that the operating and capital budgets be adopted by October 1 each year
