Grubiak began his public service career in 1972 at the Georgia Department of Community Affairs, serving as Planner, Community Impact Coordinator, State Director of the Appalachian Regional Commission Program, and Economic Development Section Chief

Joined ACCG in 1982 after earning a Juris Doctor from Woodrow Wilson College of Law, serving 34 years as staff attorney, legislative director, and general counsel

Played a key role in establishing ACCG's nationally recognized retirement and insurance programs and helped craft legislation across 40 regular and special legislative sessions to improve local government services

Mentored numerous ACCG staff and local government attorneys and was recognized as an expert in local government law throughout his career
