Creates the Senate Study Committee on the Legislative Process to evaluate and recommend improvements to efficiency, transparency, openness, and deliberative procedures in the Georgia Senate's lawmaking process

Committee composed of 7 members: the President Pro Tempore, Majority Leader, Minority Leader, and 4 additional senators appointed by the President of the Senate, with at least one minority party member among the appointees

Committee is authorized to study the review process for bills, amendments, substitute bills, and conference committee reports and recommend any necessary legislation or actions

Member allowances are limited to 5 days unless additional days are authorized, with funding drawn from Senate appropriations

Committee must file any approved report with the Secretary of the Senate prior to its abolishment date of December 1, 2016
