Authorizes ground leases of state-owned property in three counties: approximately 0.26 acres in Bacon County to the county for $1.00/year for 3 years with one 3-year renewal; approximately 102 acres of Fort Yargo State Park in Barrow County for 25 years at $10.00/year for recreational facilities; and approximately 231 square feet on Sapelo Island in McIntosh County to the U.S. Post Office for 5 years at $10.00/year plus $1,600/year maintenance reimbursement, with one 5-year renewal option.

Authorizes conveyance of surplus state properties declared unnecessary by custodial agencies: approximately 27.72 acres in Camden County (Technical College System), 6.88 acres in Evans County (Technical College System), 1.13 acres in Greene County (Forestry Commission), 9.99 acres in Gwinnett County (Department of Juvenile Justice, former youth detention center), 2.12 acres in Paulding County (Forestry Commission), and 6.21 acres in Spalding County (Department of Corrections, former probation office).

Authorizes the exchange of a state leasehold interest in approximately 10.86 acres at Fulton County Airport-Brown Field, held by the Department of Public Safety, for a like or better leasehold interest at the same airport.

Authorizes a land exchange in Gwinnett County of approximately 3.696 acres of Chattahoochee River Greenway Park land (Department of Natural Resources) for an equal-sized parcel closer to the Chattahoochee River owned by private landowners, and a ground lease in White County (Smithgall Woods State Park) to New Cingular Wireless PCS, LLC (AT&T) for fair market value through December 31, 2027.

All conveyance and lease authorizations expire three years after the resolution's effective date, and the State Properties Commission is empowered to execute all transactions on behalf of the State of Georgia.
