Reconstitutes the City of Stonecrest in DeKalb County, Georgia, with a new charter replacing the original 2016 incorporation act, establishing a governing structure of a mayor elected at-large and five councilmembers elected from individual districts to four-year staggered terms

Sets the mayor's annual salary at $75,000 and each councilmember's salary at $15,000, with expense reimbursement caps of $5,000 for the mayor and $3,000 per councilmember per fiscal year

Caps the city's ad valorem tax millage rate on real property at 3.35 mills (plus any amount equal to DeKalb County millage rollbacks), which can only be exceeded by city council resolution using home rule powers or by voter approval in a referendum

Creates the Stonecrest Community Improvement District, governed by a seven-member board (two appointed by city council, five elected by property electors/equity electors), authorized to levy taxes, fees, and assessments up to 0.5% of assessed value on nonresidential real property for infrastructure improvements including roads, parks, water systems, and public transportation

Establishes a council-manager form of government with the mayor serving as chief executive officer and appointing a city manager (subject to council confirmation) as chief administrative officer, along with provisions for a municipal court, city attorney, city clerk, internal auditor, and a two-year transition period for transferring government functions from DeKalb County
