Authorizes the City of Villa Rica to exercise all redevelopment powers under Georgia's "Redevelopment Powers Law" (Chapter 44 of Title 36, O.C.G.A.), including creating tax allocation districts, issuing tax allocation bonds, and incurring related obligations

Requires a referendum on the November 2018 general election ballot for City of Villa Rica electors to approve or reject the authorization, with the election notice published once a week for two weeks prior in the official organs of Carroll County and Douglas County

Requires more than one-half of votes cast to approve the Act; if approved, the redevelopment powers take full force and effect immediately

Automatically repeals the Act on January 1 following the election date if voters reject it or if the referendum is not conducted as required

Election expenses are to be borne by the City of Villa Rica, and the municipal election superintendent must certify the results to the Secretary of State
