Prohibits any Georgia agency from entering into an agreement, contract, or understanding with a private entity that would allow that private entity to exclusively hold public records subject to disclosure under the state's open records law.

Requires agencies that contract with private entities in arrangements that may generate disclosable public records to ensure those records are not held exclusively by the private entity, regardless of any limitations imposed.

Amends Code Section 50-18-72 of the Official Code of Georgia Annotated by adding a new subsection (e) to the existing public records disclosure provisions.

Becomes effective immediately upon approval by the Governor or upon becoming law without such approval.
