Authorizes the change of use of approximately 3.956 acres of heritage preserve land in the Bullard Creek Wildlife Management Area in Jeff Davis County to allow the Georgia Department of Transportation to widen State Route 135/US Route 221 and replace the bridge across the Altamaha River.

Authorizes the change of use of approximately 5 acres of heritage preserve land at Georgia Veterans Memorial State Park in Crisp County to allow the Georgia Department of Transportation to widen State Route 30/US Route 280.

Both heritage preserves were originally dedicated by Executive Order of Governor Zell Miller on July 8, 1996, and the Board of Natural Resources approved the change-of-use requests on December 6, 2017.

Grants the State Properties Commission authority to issue revocable license agreements and nonexclusive easements to the Department of Transportation for each property at a consideration of $10.00 each, with the easement authorizations expiring three years after the resolution's effective date.

Custody of both properties remains with the Department of Natural Resources, no title is conveyed to the Department of Transportation, and abandonment of the traffic safety improvements triggers automatic reversion of all easement rights to the State of Georgia.
