Creates the City of Brookhaven Public Facilities Authority as a political subdivision of Georgia with perpetual existence, governed by the 5 members of the Brookhaven City Council serving without additional compensation

Authorizes the authority to acquire, construct, operate, maintain, and finance buildings, facilities, and equipment necessary for city operations, funded through revenue bonds, grants, and other sources

Permits issuance of revenue bonds with a maximum maturity of 40 years, payable solely from authority revenues and properties, with no pledge of state or city credit or taxing power

Exempts the authority's income, properties, and revenue bonds from all state and local taxes and special assessments

Vests exclusive jurisdiction over all legal actions related to the authority in the Superior Court of DeKalb County and grants the authority the same tort immunity as the City of Brookhaven
